Overview
This is a full-time senior level FEMA Public Assistance Grant Program Manager to be an integral part of TRCs nationwide Security and Emergency Management practice. If successful, you will be part of the leadership of a trusted team responsible for supporting our multi-year contracts with the Maine Emergency Management Agency (MEMA) and helping MEMA’s team administer FEMA Public Assistance (PA) Grants. Currently TRC is working on several federally declared disasters across various regions of the state. This position has growth potential into other areas of practice as well.
This position can be based at your home or in our offices, but you must be within a two-hour drive of TRC’s offices in Portland or Augusta, ME.
Responsibilities
• Be politically savvy to bridge the gaps between local needs and federal grant requirements.
• Manage public relations with local governments, NGOs, and community organizations on behalf of MEMA. This includes sharing news they are not eligible, must return funds, need to compile more information, or r explaining a process that they do not understand.
• Track task orders, funding, and budgets under our contract with MEMA, and identify any issues.
• Participate in reviews of existing grant applications for compliance with various FEMA regulations and policies.
• Work within the varying cadence of MEMA, FEMA, and grant applicants.
• Present findings, policies, and best practices to various grant applicant groups.
• Provide daily and ongoing communications throughout the weekly workday to MEMA, FEMA, local governments, NGOs, and community groups to keep stakeholders informed and engaged.
• Author reports, technical memos, presentations, and other deliverables
• Short term travel primarily throughout Maine (generally to meet with local officials) but may also involve occasional travel throughout the U.S. (travel estimated at 5-10% of the year).
• Support the relationship with MEMA as an honest, ethical, hardworking point person under the contract.
• Be able to multi-task in a fast-paced environment.
Candidate must have excellent verbal and written communication skills and must be able to navigate competing interests all while keeping MEMAs best interests at the forefront.
Qualifications
REQUIREMENTS
• Bachelor’s degree, preferably in engineering, science, business, liberal arts.
• Detail oriented, and ability to organize data and documents.
• Four or more years of professional experience.
• Experience working with grant programs, preferably FEMA’s Public Assistance grants.
• Self-motivated and self-starter, and work with a team.
• Excellent technical writing and phone skills, especially when representing MEMA (and TRC).
• Able to synthesize and extract new policy changes as they are released by FEMA or MEMA
• Ability to travel periodically to meet client and project needs (typically a day or a few days at a time).
• Ability to work in disaster zones and follow strict safety protocols, including being outdoors in variable weather conditions for several hours at a time.
• Fluent written and verbal English communication skills.
• Ability to pass multiple detailed background checks (including criminal history) and drug screening.
• U.S. Citizen, with current driver’s license and ability to travel by air, bus, train, etc.
• Proficiency with standard MS Office tools, laptop computers, virtual meeting software, and/or related tools.
• Basic business acumen and the ability to understand and support client relationships.
Additional Valued Skills:
• Experience in earth sciences, engineering, GIS mapping, etc.
• Bi-or multi-lingual skills
